= foundation hospitals
NHS organizations established under the Health and Social Care Act 2003. Foundation trusts have greater freedom than NHS acute trusts. They are not under central government control and are not subject to performance management by strategic health authorities. They are subject to inspection by the Healthcare Commission, in the same way as other health-care providers, and are also overseen by Monitor, an independent regulator. Foundation trusts also have more financial flexibility than acute trusts, including greater access to capital funding and freedom to reinvest surpluses locally.
